naturalized Japanese who is one of the largest sugar
dealers in Samarang. The position will not be
entirely satisfactory until His Majesty's Government
have published the arrangements which as I understand from
various telegrams are under consideration.
I have the honour to enclose copy of a letter
further
from Mr. Vice Consul Jackson forwarding
opiniɔn given by the author of the memorandum enclosed
in my despatch N. 39 of 8th March, to the effect that the
best and only solution of the present difficulties is to
issue a prohibition on the imports of sugar into the
countries of the Allies and their Col.nies if such sugar
is not covered by a Consular Certificate.
A letter received by me yesterday (copy of which
I have the honour to enclose) from His Excellency the
Governor of Hongkong indicates that that Colony is now
becoming alive to the import of infected sugar from Java.
I am informing His Excellency that the suggestion that the
Government of Hongkong should refle admission of sugar
from Java unless it is accom anied by my certificate that it
1 entirely free from enemy taint is entirely feasible in
practice. I an however, pointing out to His Excellency
that the question of such certificates is already under
the consideration of His Majesty's Government and
suggesting that he refers the matter to the Secretary for the
Col nies in so far as it affects Hongkong so that any ultimate
measures taken may be applied uniformey to all parts of
the Empire.
